The Orioles and the state announced via scoreboard message that the team would stay in the city for 30 more years. It was later revealed that the “agreement” was actually a non-binding memorandum of understanding. That was over a month and a half ago. Less than two months remain until the Dec. 31 deadline for extensions.

The state and the Orioles haven’t offered many specific plans, aside from a few outlines. Additionally, they have not stated whether they will grant a brief extension to complete the documentation required for complex distributions of public funds and potentially development rights on property owned by the government.

Following conversations with residents of the surrounding neighborhoods, which Moore has stated will benefit,  revealed this week that a number of influential people in that community feel excluded. Betty Bland-Thomas said, “Bring us to the table, let us know, let us tell you some of our ideas.” She was one of these residents.

That’s the issue.
“I’m dedicated to ensuring that this is a win for Baltimore, and that this is a win for the state of Maryland,” Moore pledged. However, the majority of the talks have taken place far from the public eye, giving off the impression of handshakes in private and imprecise agreements that Moore and Angelos, the two principals, will iron out later.
